5. Conclusion
Public procurement law in Europe is revised approximately every 10 years. The 2014 directives can therefore be considered as the stable basis for national regulations to be implemented by the 28 member states of the European Union. All state transposition must comply with the provisions of the directives, so that, in principle, economic operators in all member states should be subject to the same advertising and competitive tendering procedures.
