7. Conclusion
The current state of the art in formalized SMS is the result of compromises between very different cultures, from one business sector to another and from one part of the world to another, and between often divergent interests. Formalized SMS is a tool for dialogue between at least :
an operator whose activity cannot be totally risk-free, even if only for its personnel;
an authority that must be convinced that the operator is organized and has the means to limit the risks it generates to acceptable levels.
There are many other ways of managing in general, and risk management in particular, than those that form the basis of current standards, laws and regulations. There is enormous potential for progress in this area. It's important to be aware of this, or risk being overtaken...
