2. NaTech flood risk management

On August 15, 2002, a chemical plant in the Czech Republic was flooded by the rising Elbe River. Chlorine tanks were displaced by buoyancy and a leak occurred at the junction with a pipe, generating a toxic cloud of chlorine . This accident illustrates one of the main effects feared in the event of flooding due to high water levels, namely the mechanical stress on industrial structures, particularly tanks and piping, which can lead to the accidental release of hazardous or polluting substances. At low water levels, however, flooding can also lead to degraded operations, with the loss of utilities needed to keep facilities running...
