5. Conclusion
The cultural approach to prevention does not attempt to replace the systemic approach, but rather to complement it. Experience has shown that many organizations with excellent prevention management systems have seen their approaches ossify and their practices drift over time, or even never take root at all, due to a lack of effective leadership. Similarly, many leaders have failed to transpose their good intentions, beliefs and values into the practices of their organizations, for want of the right methods.
These two dimensions are not only complementary, they need each other. Like two sides of the same coin, they cannot exist without each other.
