2. Regulations
Given the harmfulness to man and the environment of all gaseous pollutants, and SO 2 in particular, public authorities have set maximum quantities and maximum concentration limit values for these substances in discharged gases, so as to preserve ambient air quality. These emission standards evolve over time, becoming increasingly stringent as knowledge of the effects of pollutants advances and as progress is made in effluent treatment techniques. As a result, the European Union is drawing up increasingly stringent directives, based in particular on the concept of "best available technique". The directives also lay down the measurement methods and procedures for monitoring emissions. Member states must transpose these directives, which constitute minimum rules, into their own national regulations.
