2. Introduction to the players involved in environmental regulation
Many players are involved in defining the principles of environmental regulations, participating in their implementation and monitoring compliance.
We distinguish :
institutional players, i.e. players linked to an institution (the State, a local authority, a judicial authority): the ministry, the environmental authority, the departmental prefect (police prefect in Paris), government departments, local authorities, public establishments, etc;
non-institutional players who, unlike institutional players, are not linked to an institution: professional organizations, consultancies, associations and federations, associations recognized as being of public interest, control bodies.
