A capability reflects both the ability to produce an effect and the commitment to produce that effect.

Systems engineering (SE) is an interdisciplinary approach governing the overall technical and managerial effort required to transform a set of stakeholder needs, expectations and constraints into a solution, and to support and maintain this solution throughout the life of the system ( norme ISO 15288 ).
