4. Characterization of underground "water bodies" and risks
As a preamble, it is worth recalling that the notion of water body is linked to administrative criteria laid down by the WFD. The aim is to define entities (whose delimitation may be revised) which are used as reporting units, in particular to verify compliance with the WFD's environmental objectives.
In this context, a groundwater body is defined as a distinct volume of groundwater within one or more aquifers. The distinction between groundwater bodies and "aquifer systems" refers more to the content – of the water – than to its container. It could thus be argued that water bodies are concerned with groundwater quality, while aquifer systems focus on quantity management.
As we shall see in this section, however, the concept of groundwater bodies covers qualitative as well as quantitative aspects....
