6. Conclusion

Our society has taken on board the threat posed by information technology. Whether the perpetrators are criminals, terrorists or activists, the repressive measures are in place and, even if they need to be improved from an operational point of view, particularly in terms of responsiveness and coordination, we realize that cyberspace is not a lawless place.

However, in relations between States, even if international conventions of general scope can be applied, it has to be said that a convention on cyberspace is lacking. The most recent events show that the threat of cyber-conflict is real, even if the official doctrine of States is to assert that the structures they have developed pursue defensive rather than offensive objectives, or are capable of counter-attack. However, in the IT field, it's very easy to develop counter-attack capabilities.
