For cryptology exports, the evolution and objectives are different.

  • Historically

    As long as cryptology products were considered to be war materiel, export regulations fell within the exclusive competence of individual states. Thus, until the 1980s, there was no possibility of any international consideration of export regulations for cryptology products.
