The technical notices for these product families clearly stipulate that when these systems are to be installed on perimeter walls in contact with the outside atmosphere, they must include a vapour barrier.

The consequences can be assessed if, through ignorance and/or as an "economic ... measure", these ITI thermal insulation systems were installed without a vapour barrier!
