2. The legacy of F. R. Farmer
From a technical analysis of the approach, it is clear that F. R. Farmer used a complex problem-solving decision-making process to solve his problem of the acceptability of the risks associated with the siting of a nuclear reactor. Moreover, he structured his approach by distinguishing between the identification, analysis and estimation of feared events that could condition the risk to the population, and the evaluation of the total risk (collective or individual) to the population.
