3. Implementation
If the approach described above is to be generalized, we need to examine how it can be adapted by the various players in the value chain.
To this end, three families of players can be generically identified:
the project owner (MOA) is responsible for steering and initiating all construction projects. But it has an even more fundamental role, which is to personalize demand, i.e. to act as the interface between end-users, who expect a result, and the professionals who try to meet it;
project management (MOE) involves what is commonly referred to as the "offer", since it seeks to provide a technical and architectural solution to the problem posed by the MOA. In this sense, it is an intellectual prefiguration service;
