3. Litigation and liability
Disputes relating to public works fall within the jurisdiction of the administrative courts: tribunaux administratifs, cours administratives d'appel and Conseil d'État. Admittedly, disputes relating to public works contracts and concessions may raise issues of private law (criminal offences committed by the contractor or concession-holder, labor disputes, disputes concerning the financial guarantees required of contractors, etc.).
