4. Site organization and management

4.1 Local representative

The first task is to select the on-site engineering representative who, depending on the size of the project and the structure of the engineering department, may either come from the construction department (which is generally the case), or from other engineering departments (project, for example). It is highly desirable that he should be involved in site preparation: his appointment should therefore be made at an early stage, but unfortunately, given people's availability, this is not always possible.
