5. Conclusion on integrating goods into the planning process

Urban planners have many levers at their disposal to modify the organization of urban freight transport. However, certain deficits remain, particularly with regard to understanding the interactions that structure this system. The planner is therefore able to measure the impact of freight mobility on the city and to act on this system, without, however, knowing precisely the complex mechanics that govern the organization of freight movements.

Decision-making here is therefore limited by incomplete knowledge of the structures that determine urban goods mobility. This lack of knowledge does not necessarily translate into an inability to act on this issue, as shown by the existence of experiments, but into a restriction on its integration into the planning process.
