3.1 Common Agricultural Policy

The Common Agricultural Policy (CAP) was established by the Treaty of Rome (articles 38 and 39). It establishes a common market organization to ensure regular supplies and a fair standard of living for farmers.

  • Among the principles of the CAP, Community preference is the one that has a direct impact on customs regulations.

  • Indeed, the CAP is not based on a personal aid mechanism, but on agricultural price support. Thus, for each type of CAP product, we define :

    • a representative price, which is the minimum price that should be charged on EU markets;
